Vulnerability Assessment and Implementation Plan Development
CTI conducted a comprehensive TVRA study with recommendations for the DeKalb County Department of Watershed Management to make improvements to its security program using risk-based priorities identified through a proven assessment model. This conditional risk model used criticality ratings of assets, threats, vulnerabilities, and applied countermeasures to measure risk.
The assessment focused on specific critical assets (the Scott Candler Filter Plant and the DeKalb County Raw Water Pumping Station) whose risk of loss would affect the core functions of the Department of Watershed Management. The comprehensive nature of this assessment required CTI to review all facets of each site’s makeup, including existing conditions, planned projects, and future considerations, both physical and operational in nature.
CTI performed this assessment from an all threats and mass casualty basis, which included specific acts of terrorism. As a result, CTI provided candidate security enhancement options design to strengthen the safety and security program at each site. Implementation of the security enhancement options presented focused on actions that could be understood and acted on as matters of urgency reference today’s immediate threats and security paradigm.
Peripheral work while completing the TVRA included engineering expertise in the form of preliminary design to provide direction and guidance regarding specific enhancement options.
